National Torch Program Innovative Talent Project Recruitment Announcement

 

I. Project Background

 

In order to thoroughly implement the national innovation driven development strategy; accelerate breakthroughs in the world's cutting edge science and technology; and serve the major needs of national economic and social development, the National Torch Program has set up an "Innovation Talent Project" to recruit high level scientific research talents from around the world. This project aims to attract top international scientists and technical experts to return to China (or come to China) on a full-time basis. Leveraging national key laboratories, local laboratories and other scientific research platforms, it seeks to conduct strategic and forward looking scientific research, thereby contributing to the enhancement of China's scientific and technological strength.

 

II. Application Conditions

 

Applicants must meet the following requirements:

 

1. Requirements of the supporting institution

Application must be made through national or local key scientific research platforms such as national key laboratories, provincial and ministerial local laboratories, etc.

The laboratory research direction must be highly consistent with the applicant's scientific research field.

 

2. Education and Qualification Requirements

Generally, a doctoral degree is required;

Serving as an associate professor or above in a well-known overseas university or research institute, or holding a professional and technical position with a senior professional title in an internationally renowned company;

Have significant academic influence in relevant fields and their scientific research results are at the international leading level.

 

3. Research Direction Requirements

The research direction must focus on the world's cutting edge scientific and technological fields, including but not limited to:

 New generation information technology, artificial intelligence, and quantum science;

Bio-medicine, high-end medical devices;

New energy, new materials, and high-end equipment manufacturing;

Areas covered by the National Major Science and Technology Projects, and National Key R&D Programs.

 

4. Requirements for Returning to Work in China

 

Applicants must meet one of the following conditions:

 

Have not yet returned to China to work full time;

Have returned to China to work after January 1, 2022;

After being selected, the candidate must resign from his/her overseas position ( or have no job overseas ) and work full time in China for no less than 3 years.

 

III. Support Measures

 

1. Scientific research resource guarantee

 

Provide the advanced equipment, technology platform and interdisciplinary cooperation network of the National Key Laboratory;

Priority support will be given to applications for national science and technology program projects ( such as key R&D programs, natural science funds, etc. ).

 

2. Financial Support

 

National scientific research startup funds ( the specific amount is determined based on the project review results );

Local matching funds ( some provinces and cities provide 1:1 matching support ).

 

3. Life Security

 

Housing subsidy and resettlement allowance ( up to $430,000 );

Children will be given priority in admission to high quality public schools;

Green channel for spouse's work coordination and medical insurance.

 

4. Honor and Recognition

 

Awarded the title of "National Torch Program Innovative Talent";

Be included in the national talent pool and be given priority in being recommended for honors such as academician and Yangtze River Scholar.

 

IV. Application Process

 

1. Material Preparation

 

Personal resume ( including representative papers, patents, and award certificates );

Research plan ( need to clarify the compatibility with the laboratory direction and industrialization potential );

Recommendation letter and cooperation agreement from the supporting organization.

3. Review and Publicity

V. Notes

 

1. Applicants must ensure that their application materials are authentic and valid. Applicants who commit fraud will be permanently disqualified from applying;

2. After being selected, you must sign a full-time work agreement. Those who fail to fulfill the service period must return the funding;

3. The project period is 35 years. If the midterm evaluation fails to meet the standards, support will be terminated.
